Sorry about that crank, good luck with that.
I painted my bumpers years ago, they were plastic, now they are Motip Matt Black. I simply sanded them with pretty coarse sandpaper, after that I gave them a wash with water and soap and a scotchbrite pad, rinsed them clean, let them dry and wiped them once with a cloth of thinner just to be sure. Then I applied two coats (I think, it's pretty hard to see where you've been already) of Motip Plastic primer and two coats of matt black. Still holds, almost 6 years later.
