Hiding behind the curved/middle seal is where it mounts. See the 11th and 12 pic of the yellow vert. You'll see a cable mounted to a spring. The cable runs up and around the plastic wheel (not like one on in the picture), through the top half of the top fabric, and connects to the front edge of the bow. It holds the outside edge of the top fabric in place. They have a tendency over time to rust and break.

If you look at his seventh picture down on the old top teardown you'll se where it goes. The cable is supposed to be around the back side of the pulley though.
